Book Launch: Media Democracy and Renewal in Southern Africa: New Approaches to Political Economy
I would like to welcome all staff and students from our partner institutions and other guests to this exciting and valuable initiative. I am positioned within the University of Natal’s, International office and I am responsible for facilitating working relationships with SADC countries and the African continent at large. I am representing Dr Roshen Kishun, our Director, who was unable to be with us tonight.
At the outset I would like to outline the vision statements of NU International office, University of Natal, which states that we:
Will strive to deepen its connections and roots within Africa, and
Will further initiate and act as a conduit for co-operation with other international tertiary institutions
We are actively working within an international context, which is evident in the significant international student enrolment of 1535 in 2001 and, approximately 260 links internationally. The breakdown of last year’s enrolment was 970 students from SADC, 227 students from Africa at large and 338 students from the rest of the world.
Internationalisation forms one aspect of the complex and contentious concept of globalisation. This University acknowledges the positive results of internationalization and its many dimensions such as student mobility, interaction and exchange at seminars and conferences, and curriculum influences. Positive results can be found in the form of joint publications, seminars, research projects, etc. which have added value to intellectual debates and writings at UN and are relevant at a larger context than South Africa by extending world-wide. Such exposure enables University of Natal academic staff to make a real impact around the world and more specifically at a regional level by contributing to the larger international research agendas and theorization.
The University of Natal, NU International office also recognizes the impact it has as an education institution that can contribute positively to economic and social changes in Africa. The University has an envisaged aim of developing closer working relationships and providing vital education opportunities to students and staff from Africa, and thus, facilitates South-to-South linkages. With this in mind, a project, namely: Student recruitment and staff development and training initiative in the African Continent is currently underway comprising key marketing, recruitment and fundraising activities. Such initiatives are recognised by larger funding bodies such as the United Nations, Ford Foundation and Carnagie Corporation, who are increasingly assigning importance to sustainable development and its long-term benefits such as the promotion of democracy. Graduates from Africa will serve as a vital network throughout the continent, which will naturally proliferate over a period of time and open up possibilities of partnerships, sharing of resources and joint mutually beneficial research projects.
This initiative is in keeping with the SADC Human Resources Development Sector’s 1997 Protocol on Education and Training, which formalises the regional co-operation in education training initiatives, in areas such as equitable participation of member states and optimal resource utilization.
The need to foster linkages and pool resources with countries in the African continent is also recognised as a national priority, evident in the pledge made by the South African government, as one of the African leaders, in the New Partnership for Africa’s Development (NEPAD). The vision of NEPAD is to set an agenda that brings about a renewal of the African continent. Specific to the education sector, the aim is to revitalize and extend the provision of education and training, and promote networks with higher education institutions and, build human capacity that will contribute to the development of Africa.
More specifically this event is an attribute to these goals. This celebration has a three-fold objective:
1)Firstly, it is to celebrate the formal linkage entered into by the Graduate Programme in Cultural and Media Studies (CMS) and the Caribbean Institute for Media and Communication (CARIMAC), Kingston, Jamaica. The similarity of approaches evidenced in the research and teaching of these two centres makes them natural partners, despite the African historical diasporic relationship and the extreme distances that separate them. Note forgetting, it was also pointed out to me that both South Africa and the West Indies are great cricketing nations!
We are delighted to welcome the book’s co-author, Prof Hopeton Dunn, and four CARIMAC MA students to Natal, Edwin Thomas, Fae Ellington, Sheena Johnson and Ann Witter.
Secondly, one of the first concrete outcomes of the CMS-CARIMAC linkage, is the book being launched tonight, MEDIA, DEMOCRACY AND RENEWAL IN SOUTHERN AFRICA, available at this event from Adams Bookshop.But more, this book is also the first of a new series being edited by Keyan Tomaselli and some of his CRITICAL ARTS colleagues, on “Critical Studies on African Media and Culture”. The book breaks new ground as it integrates studies of structure with analyses of culture, identity and articulation. Local responses to globalisation provide finely textual, empirically based, studies of incorporation and resistance.
The second book in the series, MEDIA AND DEMOCRACY IN ZIMBABWE, is already on its way to Durban.Reprints from an earlier Anthropos series, “Studies on the South African Media” and new titles will appear regularly. The Tomaselli and Dunn anthology, sponsored by the National Research Foundation, the World Association for Christian Communication in London, and Telkom, represents the work of members of the Southern African and South- South Working Group in Media, Culture and Communication, coordinated from CMS, established at their April 2000 meeting.
3) Thirdly, the current Seminar on “Convergence: Technological, Cultural and Social Impacts”, is a continuation of a series of Seminars held in Harare and Durban, starting in 1993, around which the current network of South African and international scholars has united. The importance of the ongoing project is indicated by the significant international academic participation and funding, including from the University of Oslo’s Department of Media and Communication, attracted by this network.
Here, we thank Prof Helge Ronning and Kristin Orgeret, for their generosity in helping to make the 2002 Seminar possible. The contribution of the National Research Foundation’s International Science Liaison Office is again acknowledged in the funding of this 2002 Seminar, and in facilitating the continued work of the Working Group.
The University of Natal International Office is delighted to have been invited to co-host this launch, along with Adams Books, and we trust that the deliberations during this week will actualize yet further initiatives in international research collaboration, especially involving the wider SADC region and our Caribbean partners. Our Office offers ongoing support to CMS and the University as a whole in assisting to develop and implement such international linkages. And indeed, CMS has been a leader in this regard.

This anthology is the first to provide critical perspectives on media structures, ownership, new regulatory regimes, and the way both nations and local communities within them have engaged with globalisation via localised responses in Southern Africa. Studies discuss privatisation, black empowerment, liberalisation, traditional communication, democracy and media freedom, the Kalahari San, identity and new media,. The countries discussed are South Africa, Zimbabwe, Zambia, Namibia, Botswana, Lesotho, and with regard to diasporic issues in the Caribbean. Meet the New President of WACC
A Kenyan national, Dr Kanyoro has attained international standing in the areas of development, feminist thought and ecumenism. She was the first women consultant with the United Bible Societies in Kenya. Gender and the Digital Divide
With information and communication technologies (ICTs) evolving at breakneck speed as the industrial society that marked the 20th century rapidly gives way to the information society of the 21st century, the bridging of the ‘digital divide’ is now high on the global development agenda. One of the key elements of the concern over the digital divide is the recognition that women within developing countries are in the deepest part of this divide, further removed from the information age
than the men whose poverty they share.

Indian Women in Journalism
Recognising the severe lack of information on the rapidly growing number of Indian women working as journalists in different media and languages across the country, VOICES, in association with the Network to Empower Women in Journalism, Bangalore, has recently conducted a country-wide survey on the profile and experiences of women journalists in India.

The Know How Conference: A Safari into the Cross-Cultural World of Women’s Knowledge Exchange
‘We believe that by bringing all the parties to one venue, remarkable relationships between research, activism and information flow will be utilized, a lasting partnership established, and a design of learning and sharing will act as our strong future bridge.’From 21st – 27th July of this year, the ‘Know How’ conference organised by ISIS-WICCE (Women’s International Cross-Cultural Exchange) and assisted by the International Information Centre and Archives for the Women’s Movement (IIAV) in Amsterdam and Isis International-Manila was held in Kampala, Uganda. The Conference, aimed to bridge the gap and radically affect the relationships between research, activism, information and communications.

Creating Spaces for Women Communicators
Every year on 8th March, women around the world gather together to celebrate their achievements and to look ahead to the challenges still facing the women’s movement. International Women’s Day was marked in Guatemala this year by the creation of the Network of Women on Air at a meeting of women communicators who work in community media in the interior of Guatemala.

Pioneering ‘Edutainment’
Music plays an integral part in Arab cultural identity and in recent years, songs and music videos in Arabic have developed into a large part of the Egyptian entertainment industry. Recognising these cultural trends, many non-governmental organisations in Egypt have begun to use songs, TV spots and drama as part of their efforts to promote educational messages. Like many of these NGOs, TCI sees popular media as one of the most powerful means to address development and educational issues in the region, but it is their particular slant on this approach that distinguishes them from the rest.
